Stormwater Utility
The Valdosta City Council approved the Stormwater Utility Ordinance in March 2006. The purpose was to improve the City's overall stormwater management as well as to help the City comply with the new NPDES Permit requirements, which are mandated by the U.S. Environmental Protection Agency (EPA). The ordinance establishes a fair and equitable rate structure for those receiving the benefits of stormwater management services, systems, and facilities. The proceeds are dedicated to the City stormwater program for carrying out its purposes and are essential for the City to provide the level of stormwater management services, systems, and facilities that are desirable to meet the existing and future stormwater management needs of the City.
Residential Properties
Instead of assigning the same flat fee to every residential parcel, the City opted to create a three tier system to be more fair and equitable. All single family homes will pay a fixed rate per month based on the amount of impervious area, which includes rooftops, driveways, detached garages, accessory buildings, etc.

For multi-family units, each apartment, townhouse, or condominium is charged a monthly residential rate, based on two categories:

Non-residential Properties
The stormwater fee for all non-residential properties is based on the amount of impervious area (e.g. concrete, asphalt, compacted gravel, or building) divided by 3,704 square feet then multiplied by $3.50. Non-residential properties include all developed commercial, industrial, governmental, institutional, and agricultural.
In conjunction with the Stormwater Utility Ordinance, the City of Valdosta also created and adopted an Adjustment and Credit Manual. This manual outlines the guidelines under which the City will grant adjustments and credits to stormwater user fees. The maximum credits that are available to any one parcel shall be 60%.
