Position Title: Human Resources Generalist

This position is responsible for the day-to-day administration of assigned human resource functions, to include all recruiting, hiring, and onboarding/offboarding activities, to include retirement.  This position is also responsible for developing and implementing employee training programs and oversees the planning and execution of employee events.

Overview

  • Oversee hiring process, including job postings, new hire paperwork, orientation and onboarding.
  • Oversee retiree benefits and programs. Acts as main point of contact for retirees.
  • Complete requisitions for the payment of invoices.
  • Administer employee exit processes; complete separation notices.
  • Assist with administration of random drug screen testing; notify departments of selected names and tracks results.
  • Develop and conduct employee training on a variety of topics to include diversity, harassment, and leadership. Determine need for additional topics and develop training to address.
  • Work with departments to develop training to address their specific needs.
  • Plan and coordinate all lunch and learn events.
  • Oversee and coordinate Human Resources events.
  • Perform related duties.

Qualifications

  • Knowledge of human resources principles, practices and procedures.
  • Knowledge of applicable, federal, state and local laws.
  • Knowledge of retirement processes.
  • Knowledge of the structure, functions and operations of city departments.
  • Knowledge of computers and job-related software programs.
  • Knowledge of city budgeting policies and procedures.
  • Skill in problem solving.
  • Skill in prioritizing and planning.
  • Skill in interpersonal relations.
  • Skill in oral and written communication.

 

  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
  • One to three years’ experience in onboarding and training highly preferred. At least one year experience in either onboarding or training required.  Special consideration given to experience in a governmental agency. 
  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years’ experience or service.
